[help] technological advances :-(

I have a project to be delivered shortly and I have strong doubts about some technological advances (they are not mechanical engineering and I know very little about these things... I just have to do an analysis of costs at the end of the work).

I have a semi-finished and only have to do some work (as from table).

Would someone of good heart help me understand the foreheads?

other amletic doubt: ...but does the right shouldering braid mean that the spindle (for a 4-axis machine) is perpendicular to the surface to be worked?
