In my opinion, in your model there are no corner drains to be able to develop the sheet.
I have seen that your model is made with the wf5; I use I create but I still attached 2 file steps.
in the first you can see your model with the added waste while in the second you will find directly development.

without waste, the resulting geometry cannot be developed; all should be clearer seeing the piece completely open.
Given that the result can be achieved by following various paths, I have no presumption to tell you that this is the best, indeed...
when you want to transform in particular sheet a solid model, you normally use the feature conversion to define the discharges; I had no way to do many tests (even because with creo I have not yet taken the dexterity I had with the wildfire) and therefore opted for a more homemade solution, but certainly effective.
