how to draw the palettes of a turbocharger?

Hello everyone, I have to draw on catia v5 the palettes of a turbine of a turbocharger. use catia recently and I do not know if you agree to use the form part or surface design. I had thought of making a rectangular profile (approximate section of the shovel) and extruding along a spline on the side profile. Unfortunately I do not know how to make a spline on a surface that is not flat. do you recommend to continue on this road or there is a faster road? thanks in advance

the solution could be a 3d curve from free style module.

or create two profiles belonging to 3 sketches with parallel references, if it is the case to rotate them of one grade x each other and then to make multisection surface.
