I press that I don't use cat as a drawing program, but I still try to give you an idea of leaving on how I would do it.

I started from a basic sketch, that is, I would design the profile of the piece, intended in 2d, formed by simple lines and then create the extrusion, that is, I turn it into a solid. from here on I would proceed with various cuts, punctures and bevels, to get to the finished piece.

Obviously you have to have all the main odds or be able to measure it physically.

considering this:
There are no tricks, to model this part there are various approaches and the difference makes your imagination/ingence.
what I feel to recommend and to imagine building that piece as if you had a perforation for wood.
then unpack your object in separate rectangles/sagomes and then do boolean operations to join and drill them.

as long as you have to "only" draw has many roads (some easy and logical, other difficult and devoid of logic). it is enough to add and remove sequesza material as long as it gets the desired shape.

I, where possible, start thinking about how the piece will be realized in reality.
in your case, I would design the profile of the second image (as if I left a long bar with this shape) and go to cut this extruded until I get the final component (first on the floor with the two holes, then on a tilted plane for the cross hole area)
