As a general idea to me it seems appropriate for medium large technical offices to develop the majority of manpower by lowering labor prices, I have the certainty that between the Nordic and South tariffs for this type of work there is a nice difference, even 10-15 €/hour that in addition to the different "environmental" needs and due also to different preparation but I think I can manage 3 or 4 people on condition then to find them really as you say so much need to work.
