in autocad 2006 I have a 2 drawings with line of the municipal border and its legend in the paper space (first municipal border heading).
in the first mp.pr_4.1.dwg legend have the same line type scaling;
in the second mp.pr_4.1.dwg visibly the stretch of the design is longer than that in legend.
ltscale setting is the same 0.5, I kindly ask how you could solve the problem.

also verify the properties of the lines. ltscale equal is fine, but the scale values of the individual lines may have been modified
 
Thank you. the line of the municipal border is the same in the 2 files mp.pr_4.1.dwg and mp.pr_4.2.dwg because it is recalled as xrif from the same file, therefore I do not think it could be a problem of the individual lines.

did you invoke the rigen when the window was active? (by active I mean that the cursor is inside the window so that you can select the objects within it)
