with solids you can use the offset-> replace surface.
while with imported parts (step, iges etc.) in “import data doctor” you can select a edge and with “replace” you can replace the same with a previously created curve.

Seeing the example of the link I hypothesize that the surface is created by extruding an open profile 2d.

then create a sketch with inside a line, and then extrude it and create it automatically generates a surface.
