no you can't do with catia.

you can insert tolerances in sketch and feature odds, but then catia can only rework the solid and bring it to the average size compared to the inserted tolerances. Of course this is only useful if tolerances are asymmetrics compared to the nominal value.

According to me what you ask to be really useful should also take into account geometric tolerances so as to calculate the "virtual dimension" of the quoted element.
