I am creating a set with various pieces, each one of which is placed in a layer.
How can I do interference control?
Are there any commands that can help me?

in rhino is not expected control of interferance , probabilmete command you know from solid, on the other hand I could advise you to export the project to another program , also autocad 2012 manages the interferences, or solid or inventor etc are not aware of rhino plugins that allow control of interference, but it is likely that they exist.

a real command does not exist...but using the _intersect command
and selecting the individual items to check you can get the verification you are looking for.
in fact in case the two objects are interlinked (so they are in interference) rhino will create curves in areas where the two (or more) particular interfere with each other
