list of scales that are not eliminated with autocad 2008

I have a problem with autocad 2008 sp1 and the list stairs.
I set both in the options>modification_scale list and in a .dwt file my favorite scales and with utility cleanupscales I cleaned all previous designs from the unnecessary scales. when I go importing something from the designe center or the tool palettes, I recompile the whole list of basic autocad scales. the problem does not appear if I copy and take off an object directly between two drawings. Do you have any suggestions? Thank you.

Well, 2008 was the first version with the list of stairs. Maybe it's a bug...

I think so. in fact with the 2011 version everything works perfectly
