to change the printable area (the dotted one) you must enter the printer configuration editor by pressing the property button in the print window next to the printer name. then go to the tab settings devices and documents>size sheet defined by the user>change standard sheet size (print area) and in the bottom panel select the sheet format you want to change the margins, press change and set the margins you want, then press on end.

If you think you did better that way. to make it short: Select the a3 layout with the margins you feel right, then right-click the layout tab and from the menu choose "setting or copy", in the window that opens you select the layout you want to copy and tick up "create a copy" and press on ok. . .
