manual size lines not accepted

Hello I have to meshare a surface with a hole in the center of 8 mm diameter.. the hole consists of four lines. element used shell91.
I initially made a coarse mesh by dividing with the manual size the lines of the hole in 4 parts, on the area I set a size of element of 4 mm and I meshato everything.
now I would like to refine the mesh at the hole, so I made a clear mesh on the area, clear on the 4 lines of the hole and reset the manualsize on the lines as from image by subdividing the fourth hole this time in 10 parts (imm1).
when I mesho the area but returns me the same mesh first(imm2)! even if imposed the smaller element size on the area at the hole remains the coarse mesh.
I don't understand why ansys remembers the old manualsize and doesn't make me change it. .
If I do a refine mesh in correspondence of the lines I get a written error:"refinement was not able to proceed. elements at or near selected entities were not accettable for refinement.".
I don't understand why the program is stuck like this, I don't think the only alternative is to remake the model. .
