mesh change with size

I would like to be able to change a mesh, according to the measures I have.voi what method would you use or use?
the change is not uniform and the measures I have are circumferences.
Do you think it's possible to deform by inserting the sections?

I don't think it's possible.
Can you post a screenshot to figure out how the mesh is?
