I tried conceptdraw. I didn't do great things.
I use the draw that is visio and I can say that it is, in my opinion, much better than visio but I have no direct experience on project.

hi, I used ms project and ganttproject, the first is definitely better but the second is free and free also for professional use. both software allow to assign resources, costs etc to projects, ganttproject find some guides on youtube.
In other cases I used the excel gantt template, it works very well for simple projects.

I use, for other things, egroupware. has a project management module that I use at a very basic level, but I see that it has the functions of creating gantt, task, allocation resources etc. if you want to give it a look go to the site. If you want to try it there is the free version to install on your server, but having the system working and ready to use is not very simple.
