it happened to me once and I fixed repairing the installation. I work with revit 2012 on win7, but it also happened to my colleague who works with revit 2013 on win8.
 
revit 2013 is not compatible with win8 but most likely it is a problem of .net framework

you have to continually click on the command bar above until the right command series comes out. I had the same problem, circumvented in this way, and then solved with revit 2014
 
I had the same problem, caused by the upgrade net.framework 4.5.something.... I had to uninstall the updates of this. ..disinstall the autocad-revit&co package and reinstall everything!
