being the step a "neutro" file I don't think it is possible with inventor to change odds if not adding new jobs (type add extrusions, bevels.... )
 
a step file is not parametric: There is nothing you can do to change it with parameters (nothing I know, at least). I never had to do what it takes to you, but I think I would do a new part in sheet metal, with the "derive" command I would include the step file as a superfice in the new part and use the faces to build the part to develop and send in working using your curved rays and factors k.

then I utillized eliminates face that reduced the radius to bright edge, then with fold(bend) I recreated the fold with the radius that served me.
now also creates the folded part with the right measures
