move circle with fixed points

Hello, everyone. I am trying to complete a design on autocad concerning steel trefoli. I need to move a circle along a passing direction to the center of the circle but the final position must be tangent to another circle.
to make you understand, I need to move the yellow circle along the yellow director and make it tangent to the cyan circle. despite my efforts I couldn't find a solution. Can you help me??? thanks!! !

phase 1: draws a line between the centers of the 2 circles
Step 2: Move the circle from int to int
Step 3: Extend phase 1 line to the center of the newly moved circle
Stage 4: draws a circle, like the blue one
phase 5: wheel according to the angle between red line and blue circle intersection - circle direction.
