set requirements for certificates and simplified measures for plants under 100 kw
two important regulations were adopted by the Council of Ministers at its meeting on Friday, 15 February which constitute the response to the infringement procedure opened by the European Union on the non-complete transposition of Directive 2002/91/ce and which go into the general framework of national legislation on energy efficiency in construction.
certificate requirements
The main objective of the regulation is to ensure the independence and impartiality of the technician, as well as its specific preparation for energy certification; the professional must declare under his own responsibility the absence of conflict of interests with designers and producers of materials and must possess specific training requirements (diploma or degree), be enrolled in the professional order of reference and have attended training courses whose minimum requirements are indicated in the same regulation.
the regulation also qualifies the certificate of energy certification as “public act, pursuant to Article 481 of the Criminal Code, with direct responsibility of the qualified technician who subscribes to the document”.
what is contained in the Regulation applies to autonomous regions and provinces which do not have their own legislation on this matter.
thermal plants
the regulation provides that the rate of controls on the energy efficiency of the plant is 2 years for liquid or solid fuel plants and 4 years for gas, methane or gpl. in case the thermal power is greater than or equal to 100 kw the above times will be halved.
during the heating period the temperature of buildings at industrial or craft destination will not exceed 18 degrees while in all other buildings the maximum threshold will be 20 degrees. in summer the minimum temperature will have to be 26 degrees. In any case, the Regulation provides for a tolerance of 2 °C and the possibility of derogation in particular situations.
Finally, in order to allow a punctual monitoring of the performance of the plants is promoted the creation of a territorial catastrophe of the thermal plants, which goes to interface with those relating to the certification certificates energy.
