on 3 March 2011 the Council of Ministers approved a draft decree containing a first package of simplifications in the field of fire prevention and environmental protection which simplifies procedures for fire prevention controls and for the verification of fire safety conditions.
the following administrative procedures in the field of fire prevention and environmental authorisations will be simplified:
- application of the conformity opinion on the project
- fire prevention certificate
- renewal of fire prevention certificate
- check log
- authorization to discharge industrial waste water
- acoustic impact documentation
the Regulation shall divide the activities under control of the Vv.f. in three categories (a, b, c), for which a differentiated discipline is envisaged according to the risk. in particular:
category a - low risk and standardized activities: the conformity opinion on the project is deleted. you can start the activity directly by ski; the inspection with inspection will be carried out to sample within 60 days will be issued, on request, copy of the minutes of the technical visit.
category b - medium-risk activity: the opinion of conformity must be issued within 60 days, which can be started by ski; the inspection with inspection will be carried out to sample within 60 days will be issued, on request, copy of the minutes of the technical visit.
category c - high risk activities: the opinion of conformity must be issued within 60 days, which can be started by ski. the inspection will be carried out within 60 days and will be released the c.p.i.
the blocking of the task is foreseen in the absence of the required safety requirements.
the draft decree finally previews the periodic renewal every 5 years of the fire compliance, through a declaration of the owner of the activities (to be sent to the vigilantes of the fire) that you witness the absence of changes to the safety conditions, accompanied by technical documentation.
The draft regulation does not apply to industrial activities at risk of a major accident which remains the obligation to submit the security report provided for by Decree 334/99.
