new user with a request

Hello, everyone.

as a user I just signed up but often visited this forum to search for answers......
I need help.
using catia v5 rel. 17 I need to insert a project table, realized the table I realized that in the model tree was not displayed.
I entered the tools/options menu to activate the display of the table but in the mechanical design context there is no possibility to enter the part design environment.
I wanted to ask if this depended on the license in use or if it could be activated somehow.
