obligation of scale in the presence of a lift?

the owner of a two-storey residential building wants to install a forklift for the purposes of the demolition of architectural barriers.
not identifying a suitable position, wants to insert it al post of the scale, demolishing it.
I wondered if this is feasible (only forklift, without scale), but I don't think how I can verify it lawfully, what do you say?

In my opinion it is not feasible (I am ignorant of norms) because if the lift does not work what is done? if you need to evacuate the building and the elevator is not usable or is it safe?
