Well, there may be various solutions:depends on how you are organized in work.
I personally created a nc file for every car I have in the workshop
and inside I created the tools that are used (see that each one has its own).
when I have to work a piece that needs to be done in a specific machine,I collect the tools from its file and program.
I can control the tool storage and avoid confusion.
 
I managed 3 different cutters so with 3 post-processes other than the same workstation and I never made a library tools. because a roughing with tool (toroidal) d12 is equal for all machine tools, as is a semifinishing with spherical d6, it is fundamental instead to attack correctly then with the appropriate tools the piece you are working, in my opinion creating bookcases is an option.
