I don't know how to reverse the direction of a plan axles:

the coordinates of a single plan can not change them/roll them (at that point you create directly a plan rotated as you want), but you can change/seat the global ucs on a point or vertex. and direct the axes x, y, z along a edge, a sketch line, towards a point etc. etc.
