parameterized rotations

I have some difficulties with the parameterization of a rotation:

1- how do I determine which of the reference wheels??? Is there a rule?? I know how to do it with quotas but the same procedure with the parameter does not work.

2- how do I define the center of rotation??? I tried to use the rotation command and move the center. But then when I use the parameter he cares.

hi, define the origin with two reference planes (=their intersection), draw a reference line starting from this, bind the end of the line to both planes (tab until a point appears to you to select it), then parameterize the rotation with an angle quota from one of the two planes to the reference line, will rotate the line.
