I'm setting my file so that I can compare the factual view with the project status.

in the "actual state" phase of my project, theoretically, I should have only the relief, while the external objects connected later should belong to the "project state" phase.

when I realized the imports did not happen anything strange, in fact there was the clean relief, while in the state of project there were also new objects. Strangely though, if I put myself in the "actual state" phase with "comparative" view, everything I imported into the file appears to me, when normally there should be only the factual state, without the imported external objects.

is a revit bug?

No bugs. the comparison relates the previous phase with the current phase. if your current phase is the factual state and there is no precedent, obviously for him it is all new (built) and then it shows it in red. What did you expect?
