pin cooling pattern

Good morning.
I would need a technical and practical suggestion for the realization of a pin pattern for a cooling plate.
the main problem is that as you see I have holes that clearly do not have to be passed, so it would be appropriate for the pin to fall into the corresponding of it.
I've tried a lot of roads, but none that convinced me, what do you suggest?
I have no problem sharing the file if necessary, maybe in pvt though.

I would put to varipe the pass value of the series, and possibly where it would be necessary to remove some turret if it goes in correspondence of a hole.

banal question, don't you have a way to move the holes?
alternatively table series, and pins close to holes change coordinates in hole axis. .
If the pins have to have a specific plot/pass, and you can't move the holes, I see it hard...
