It's obvious that you're wrong to choose the entities to mate. which are these entities you know only because from the images that places you do not understand.. .
If you put some screenshots in isometric view where you see what you have selected and the mating command options maybe you understand more. better yet if you place the complete file so inventor users can better understand where wrong.

that blessed flange has a p1 plan on which lies the axis of the hole (to say the truth should have two of dimmetry if it was modeled as it should be)? Well, put that plan coincident with the virola axis.
Does the virola have a p2 plan passing through its axis (what should you have at least two dimmetry)? well, put an angle bond between p1 and p2 of 30°
put the rear face at a distance of 355 mm from the axis of the virola

if you do not have the plans and axes mentioned above in the order:
the two pieces are molded very badly
add the plans and aces that serve to make the couplings
The pieces are taken from the library, so I didn't model anything.
However after exhausting attempts I managed to parameterize everything, what I missed was the coincidence of the xz axis with the axis of the virola, now any angle the check wheel remaining with the axis of the flange hole oriented towards the center of the virola.
