polyline without snap in autocad 2011

I am immensely sorry to have to contradict gp, but if you give _pline, you can safely take the snaps on the same polyline that you are drawing.

Maybe they're disabled. setdis command and see which are active or disable of those you need.

try to take a look in tools--> drawing settings... the part of the snap

plinetype allows you to control both the creation of new polylines with the plinea command and the conversion of existing polylines in drawings produced with previous releases.
