problem with scale

I have acad mech 2013 .in the layout I made 2 viewports with scale 1:30 and 1:50. at each quota I have put scale annotative and added the scale 1.30 and 1.50 . It happens that in a viewport some quotas show 2 values in different sizes . and then I can not select or delete them ... I think I have done everything right or not?

Do you use mechanical with quotas? you are throwing away the potential of the program.. .
make the windows in model space, which I think you haven't done, and exploit the power commands as quotas, text symbols and so on.
the mode is simple, already written in other threads but I do not want to look for them:
create a window in model space with amscarea
give the scale factor
the confirmations and vien automatically created a window in layout of the same size as that present in the model and with its scale factor
all the odds you will insert in the window into the model space will take the size of its scale factor
