problems developing sw2016 files

Bye to all,
we received this file from the customer. use sw 2016 and I can't do
development then proceed with dxf and cutting. I saved on environment part
But I can't. Does anyone want to quote? I could do it from scratch but not
I can see why I'm wrong.

Hi, it's not a native sw.
It's a conversion.the only way not to redesign it is to try to languish the featureworks command by putting the option "sheet functions", "play" with the various options to set the fixed face and see what comes out. .
