I think (to me it happened) that your step has set your thumbs as a measuring unit and that then you are exported the dxf always inches. from document settings (discussed but I do not remember where it was born 2010) you can change that unit of measurement in millimeters and everything should go in place.

the measurements are in inches, but anke in changing the unit of measurement in mm export them to the dxf in inches while in the 3d once the unit of measurement is changed from in mm
