this is possible, but not for multi-plane scales, and not for scales "by sketch", only for scales "of component". to set the starting number, just select the number of numbers ( expect to see a dotted blue line), and, at the options bar, you can set the option for setting the starting number.

I don't see a way to avoid this. maybe you need to show only a series of numbers, and leave some empty steps, as in this image. At least, you have the starting number (19) and then some empty spaces, then the next number (24), you can understand the sequence.
