I would like to put together in a single file the catalytic sheets, in dxf format, of the common creating a layer for each sheet so I would like to see the sheet/s of interest while maintaining all the original characteristics of the sheet.

I have to prevent that the individual sheets have 12 layers common to all for which I join (work already done) I find all and only the 12 layers of the sheets.

so doing they can turn off the layer of the texts, of the buildings (operation involving all sheets) ....what the work done does not allow me is to see and act on the single sheet.

Basically I would like to create nested layers (e.g. sheet1, sheet2... where each contains the original 12 layers with their original properties).

I have understood little of what you want to do, but if you want to turn off the layers indiscriminately for each single sheet just enter the windows (if you work model space / layout space) and freeze the layers. this shutdown will only work for that specific window
 
from what I understand you want to do (perhaps it would be worth clarifying better) the only solution is to manage everything with the layouts, as it recommended you massive.
 
I understood the goal of frisk, but unfortunately the answer is no, you can not create nested layers.
neither can you solve with the layouts, for 2 reasons.
1) you should create a polygonal window along the edge of each catastral (complex operation, given the fragmented limits of the catastral)
2) you would only see separate sheets, but in the model you would all have them together (a little like having 12 separate sheets at the end)

the only possible escamotage is that you renounce the layers of each file (eg. roadsf1 - roads f2 - roads f3) before joining the whole in one file.
other way is to insert the various sheets like xref, which gives you the flexibility to turn off sheet per sheet (but much more rigid in changing elements)
