quote all polylines with a single selection

I would like to begin with a new discussion.
I attach the lisp qt I use to quote polylinees closed with a single selection and a test dwg.
using qt I get this:

is possible, modifying il command, obtain a different coloring (see below) double quotas (blue) and quotas with text placed inside (green) to manage them separately? erasing for example all quotas with text in blue (double and in excess) and bringing all greens out of the polylinee changing a parameter of the quota (from above the quota line to below the quota line).

I think it's just the height and maximum width of each cone. then two sizes for each concio.
