railway design with civil 3d 2012

I am new to this forum and hope to have posted in the correct forum.
I tell you my need: I have to design a double-track railway with civil 3d 2012, which does not have the railway package inserted in later versions. I tried to adapt the axioms and road subaxis to my case, but with little results seen the substantial difference of setting between the two types of infrastructure. I press that I no longer have the subassembly composed, so I kindly ask if someone has ever found himself in this situation and possibly as the resolved.

an alternative to railway design is bentley power rail track, but costs about €25,000

sierrasoft has no products for railway design that I know. Civil design might be a good alternative but not so much cheaper to civil 3d

yes, in fact the prost has the "modulo y: railway rectification".
the prost in general as a product is not bad at all, but I am not able to make you a comparison with civilization 3d.
