regulatory basis for hourly cost to be invoiced

I am a professional who must issue an invoice for a 3d design service of injection molds.
I would like to point out the standard base to be used to establish the hourly cost

There is no hourly basis and there is no legislation.
the hourly cost is decided by the parties with contract. professionals are obliged to sign the quote or contract.

the price does the market and the agreement between supplier and customer.
only the engineering performance of the figures enrolled at the beginning and providing services mentioned in the activities of the atbo itself, have a minimum tariff indicated to be respected.
everything else has no regulations.
I think more than 35 €/hour can't ask unless you're selling directly to a global giant.... but in that case you would have agreed a package price.
