representation problems in a section

hello to all...as usual I ask questions that most seem banal but I just don't understand what I'm wrong.
So: Attached a rar file with properties (at least I hope they are useful to my problem) and a screen of the incriminated section.
in the properties of the double "t" elements I have set that in the section are represented with a black filling since I have to represent them in scale 1:100....now: the "fil" of high elements appears correctly with black filling, while in the center of section no, and the elements are displayed with black filling... why? ?
