reset the reference plan

is there a reason why, while setting the ground floor level as a reference plan, can I not copy/seat objects in the plant? the only plan on which revit lets me move the object is the vertical one, and there is no way to do it in all the n directions that would allow any horizontal lying plane, like that of the ground floor that I set.

precise that I previously worked with a vertical plan to create some local components.
