scale problems with restraints and line types

1) I have a dwg in autocad 2006 1 design unit = 1 m.
for printing 1:5000 a paper space has not been created, everything happens in the model space. the legend is practically enlarged 5 times, for example 210 mm become 1050 design units.
Now my problem is getting prints scale 1:2000 which I already have dwg with layouts in paper space. change the content that needs to be updated. the basic cartography will be taken from the drawing above described by xrif inserted in the model space. the legend is always inserted by xrif from a file that contains only the legend where 1 unit drawing = 1 mm.
to create the new legend to insert I took that of the first dwg described climbing with factor 0.2 and with _wblock I created a new file that contains it.
the problem is that when I insert it with xrif in the paper space for printing at 2000 the nets of the legend and the line types do not have the same spacing as those of the next cartography.
I checked the legend file 2000.dwg and test legend.dwg the dashboard for example purple net 45 has scale 6, in the perimeter file has scale 30.
when it is recalled in the printing layout table in 2000 but are not equal.
also in the test.dwg legend file (the one below in the layout) which comes from a _wblock keeps the character formatting; instead in legend 2000 (the one at the top in the layout) which comes from a paste copy from perimetri.dwg loses it.

Attached there are extracts of files that can perhaps help you better understand the problem.

2) I add another drawback that occurs
if in the file perimetri.dwg draws a new polygon to which I check a dash equal to an existing one e.g. net 45 scale 30 draws me a much broader dash than the existing one yet if I go into the properties has the same parameters.
the perimeter file comes from a person who has autocad 2011 saved it in 2006 to make sure that I could open it, it could depend on

1) as I wrote in point 1) of my first autocad post 2006, the advice make annotative objects, adding them the annotation scales Is it true for this version?

2) I read the link content http://www.cad3d.it/forum1/showthread.php?t=6600 recommended;
I carry out the following operations:
2.1) I open the tav2_1.dwg file (contained in the zip alleg folder. at the first post), they are in the paper space, type to the psltscale command line, what value should I give to the variable, do I not have to select any object?
Thank you.

I renew the application 2 of the previous post, how much described at the link below can be executed in autocad 2006, in case it was not what alternative procedure you recommend me?
