I don't understand what it takes, since all snaps are enabled.
Could you explain their use better and when they come in handy?

serve to specify the use of only one snap when you make repetitive constraints.
For example:
on a set of holes you must insert a processing; as they are so many decides to use the sketch repetition.
to do this you must create a sketch by inserting a point on each hole; activate the central point snap and without having to zoom on each hole to take the center instead of the edge you whip your point that will be magnetized.
