I have a similar problem and yes, the slow server stacks me (the fast hd is one of the essential elements to have performance): reason I work locally and in the evening I make a backup on the updated/modified data server. It's true I have a data duplication, but speed is not comparable.
 
years ago I had the same problem (except in your case I wouldn't want it to be due to abstinence, but if you say that the problem is also with autocad...), however, since I have:

* file server and client for inventor 64bit
* on the server file the two hds of archive are in raid0 (obviously daily backup to avoid data loss, but if you have any money to spend you could put 4 hd in raid10 so you are even safer)
* client/server network cards 1gbps
* switch to 1gbps

all without vault, and the speed was no longer a problem.
It's gonna take you some time and some money to get to an optimal state, but I think I can tell you that this works well.

I am a new inventor user 2010, I started using it only for a few weeks: on your problem I went crazy too, to open a file on the server it took 10/15 seconds, even for drawings of a few kb.

I personally solved by mapping the network connection with a drive letter: before it was \\server\signs, since I mapped a s:, restarted and pointed there, all smooth row.
