Hi, I think it depends on your processor. the first opening for autocad programs, usually very heavy, is always a little slow, but with a fairly powerful processor the times become more acceptable

for all programs the first start is always slower... then, closing and reopening, the situation improves because some modules remain in the system cache.. .
to start faster you could first facilitate disk operations (without getting a ssd) with a nice cleaning of temporary files and all the things that have accumulated and no longer serve and then make a nice defrag (even more than one) with the system just started... even a disk too full slows loading considerably.
try to disable the antivirus to check how much it affects performance.
Moreover, if you are connected locally, check that there are no conflicts or unresolved links. . .
