you know how to name a free converter to convert files
solidworks in a neutral format, step or iges, then convert them to
Proe models.
or an always free converter to convert solidworks files
directly in proe.

I do not think there is a converter as you ask, however just go to solidworks, > file saved by name and choose the step or iges format, then from pro-e you load them and save them.

from creo3 you can directly import part or set file of solidworks (I don't know which versions of solidworks this is feasible). the advantage that you have is only to be able to update the creo part file that leans on the solidworks file if the solidworks file itself is modified. you should not lose all references as instead happens by importing ex novo a step file.
