I have a question to ask you I would like to build a loft in the garage, the garage and located with ramp and space under the building as well as other garages.

I wanted to know if there are regulations, permits, etc. to realize it or being private property I can build it quietly

you must verify that the construction is permitted on the urban and local regulations (rue) of your municipality specifically to the case of your interest.
In case of positive, you will also have to subject to technical standards (ntc08) specific to the construction area.
in case the construction is allowed, you will have to notify the single sportelo for the editing of your commune by means of a specific dia or ski, attaching iudonea documentation.

this and the building regulation of my commune

my garage and about 32mq and height 3.25m

2.4 - the construction of lofts is allowed only in premises with net internal height not less than 3.70 m and whose
position is not such as to render existing internal or external windows or doors and where the lofts themselves do not
compromise the proportions and architectural character of the environments concerned and do not affect elements
decorative on the interior walls. the realization of the lofts must also meet the following conditions:
or the new structure must be differentiated, both by form and by materials, by the environment in which it is inserted;
or the net height between existing floor and mezzanine must be at least 2,10 m and its size should not
exceed 2/5 of the surface of the environment in which it fits.

art. 68 - lofts
68.1 - for the purposes of this Regulation the surface obtained by means of the partial interposition of
a horizontal structure in a space bordered by walls when the surface above and the one below
mentioned structure are not closed to obtain new rooms; the net surface of the loft, even if distributed on
more levels, can not exceed 2/3 of the net surface of the compartment in which it is obtained.
68.2 - the realization of the mezzanine is:
a) subject to ordinary authorisation procedures;
b) allowed in compliance with the lighting and ventilation requirements prescribed by applicable laws and, in case of
destination for working use, also of all the specific norms that regulate the activity exercised.
68.3 - the following requirements are required:
a) the upper part of the loft must be equipped with a balustrade of height not less than 1,00 m;
b) the height between the finished floor of the mezzanine and the lowest point of the finished ceiling must be not less than 2,00
m.;
c) the height between the floor of the room and the lowest point of the intradox of the structure of the loft must not be
less than 2.20 m.
68.4 - the mezzanine is not counted in the number of floors (np) under Article 18: as such has no effect for the purposes of
computation of the volume (v) referred to in Article 23, although the surface of its floor plan is an increase in the
gross useful surface (on) pursuant to Article 21.
