Good morning, I would like to know about the use of the manipulator placed at the top right in catia v5

can be used to move rotate and a part (passing with the pointer on the elements of the compass when they become red hold down the left heel and move the mouse).
to quickly orientate the viewpoint of the part (click on letters).
in the produced environment you can carry out the same maneuvers, and dragging it through the red point on a part you can translating/roll the part, (the compas becomes green and attuits the transformation as explained above).

to reposition the compass just drag it through the red point on the edge of axes to the bottom left.
there are also other options just click the right button on the compass.

If the misalignment is in the part file and not knowing the structure of your model, I fear that in order to relocate the particular in place you have to apply a traslation feature axis.
the alternative is to rebuild the model.

if the misalignment is in a set, assigns a "fix" bond (still), after which, double click on the bond and click on the "other" button.
in corner heads and coordinates enter the data of the new location.
