text annotating

I was wondering what the procedure for inserting annotative text in a layout is, since I happen that when I preview the print in the layout I see the annotative text inserted, vertically, that is not according to the orientation of the sheet, in practice a vertical text comes out from the plotter; Maybe you should first set the page and then make the text annotative?
