I think there's not much to do if you don't open an er, or use the smart quota going to get the tondino on the table, if it's obviously there.

you can do quietly you just have to set yourself a style of altitude.
choose the smart command create the share and edit it this way.
then put tolerance +/- and change the prefect by putting external diameter.

by doing so the text always remains horizontal.

If you can use the quota command you can do as tequila_pilota says (see below the attached image), if you have to use some type of text annotation you can use the "welding symbol" (up top of the attached image), it is not perfect me if it can go. .

with the radio system you do but the position of the text is wrong: if the text is too long the tolerance quotas overlap.

with the other system cannot be done because the diameter quota should not be inherited from the actual quota but I have to put the quota.
for example I have a thread m60x2
I must then point out that:
external diameter d60 (from -0.2 to -0.3)
average diameter d58.7 (from 0 to -0.18)

this thing is not feasible unless you draw in the view the average diameter and the quot.
