or there is the vademecum for designers and technicians.

besides the study is it good to practice with autocad and cad 3d?

vademecum is a sort of "big" that everyone should have, but I don't think it is very suitable for those who should start the drawing study as it is more a manual than a real text. I would suggest for a deepening "machine drawing" hoepli speluzzi (another bible) in fact I think the best books are those a little dated.

with regard to the learning process it would be appropriate first to study the foundations (projects, sections, quotations, tolerances, etc...) and then to accompany the theoretical study with practical exercises with paper and pencil then with autocad and finally with cad 3d.
