for now I have given the conciseness and tangency on the cylinder but obviously not enough to bind it.How can I do to block it? ?

if as is good standard the parts have been created symmetrically to the original plans you could use these to mate them. or more simply you can use the "advanced" bond called "width", first pair of selection: the sides of the plate, second selection: the sides of the handle. I hope I explained.
