Perhaps it will be trivial but I can't solve the problem.
I made a set of an 8-wheel scooter.
I then created another set by inserting this engine, but the wheels are stuck, they don't turn.
If I open the engine axieme the wheels turn but do not turn into the axieme where I inserted it.
I fleggato the "mobile" option in the feature manager design tree and verified that no constraint would affect the wheels.

you wrote that from the main axieme in the feature manager you flagged "mobile" on the subaxieme of the engine.
I therefore assume that you have inserted it without binding it to the main planes or geometry existing in the main axieme.
Isn't it that when you set it as a flexible subaxeme then from the feature manager you unlocked it?
If you have any reconstruction errors on the constraints, you must have set someone too much.

because the underarm has too much constraints.
a tip, in inserting the set that you will then make flexible,
use of constraints that do not impact on free movement after
that you made it flexible.
I suggest you delete the subaxieme and re-enter it together
main from zero to eliminate redundancy couplings.
the assemblies inserted another together are treated as when inserting
individual parts, when you make it flexible, you have to treat it with more targeted couplings to avoid matings that contrast.
start with a simple coupling ( parallel face) and continue
to position without errors.
remember that if you pair with coincidence-co incident and simultaneously parallel-parallele, you risk making two couplings that can be countered.

ps: for couplings in a main set, do not use the plans or sketches of the subaxieme inserted, but use faces or plans and sketches of the single part contained in the set that you will make flesible.
